The 32-bit edition of SQL Server R2 can be installed to the Windows on Windows(WOW64) 32-bit subsystem of a 64-bit server.
SQL Server 2008 is not supported on Windows Server 2008 Server Core with SP2 of Windows Server 2008 R2 Server core installations.

Microsoft SQL Server 2008 R2 Web Edition is a data storage, management, and reporting platform for deploying and hosting Internet-accessible web pages, sites, applications, and services.
